This airport is actually way outside of Belo Horizonte; they built it in the late '70s anticipating the city gowing out to it. It hasn't. Yet.
It's thus vastly under utilized, though they do insist on all international flights coming in to it instead of the much more conveniently located Pampulha airport, which is actually within the city limits of Belo Horizonte. But this has the advantage of it being relatively uncrowded, and one of the nicer airports anywhere in the world. (See, being in the tropics and in the mountains gives it the edge: it's all open and nice and warm and breezy.)
